Front wheel sizes 4 stud for vw polo r reg?

I have a vw polo on an R registration, I took off the 15in alloy wheels, and tried to replace them with 13in steel rims, but the front 2 will not fit on because of the brake caliper, do i need deeper 13in rims, or can i use spacers to get them on?
