What does this sonnet mean?

A love sonnet where he bemoans that while his thoughts and love for her are so much more eloquent than her other suitors, he cannot find the right words to speak. A 'tongue' tied suitor at a loss for words yet by expressing this, would not his words mean more to her than the other suitors? That is the argument I would present.
