How to get a reader to develop feelings for a boring, dull, Protagonist?

It sounds as though you are 'telling' the story, rather than let the protagonist carry the load. Author talk is generally boring - but if you let the character come to life, things pick up quickly. Remember, there are five sense you can appeal to, so don't just rely on what's being said. Make sure the character feels, sees, hears, tastes, smells to bring him to life.
