Is the selling of bonds by the IMF considered monetary policy?

Im writing an econ essay on monetary policy and was wondering whether I could write about the IMF and their recent decision to sell bonds in order to have more money to lend out. Would this be comparable to the monetary policy actions carried out by the Fed in the US?
